Add the people you trust in the order you want them read, and say when each may step in. You are the Captain: the ship reads your own vote first, wherever you cast it, and a Mate is copied only if you have not voted at all.
Of the proposals the Captain was present for over the last 6 months: which the Captain's own watch would have carried, which a Mate had voted on before the close, and which nobody had.

A ship is a small contract that only you own. You delegate your vote to it. Your Nouns stay in your wallet and you can take the vote back at any time.
On every proposal the ship checks you first, for the whole voting period. If you have not voted at all, it goes down your crew in order, but only Mates whose watch has opened. The first one who has voted is copied, with your voting power. Someone has to send that copy. Our keepers do it on a schedule, and anyone can do it by hand.
You can change the crew later, but never in a hurry. A new crew waits longer than a whole proposal takes before it can take effect, so nobody can slip a name in during a vote.
